This global report is based on the findings of the ICDE OER Advocacy Committee (OERAC) survey and aims to provide a general baseline against which the international community can map future progress toward the UNESCO OER Recommendation. Open educational resources (OER) are free and openly licensed educational materials that can be used for teaching, learning, research, and other purposes.

In 2002, ICDE participated at the Forum on the Impact of Open Courseware for Higher Education in Developing Countries, organized by UNESCO.

It was at this Forum that participants adopted a Final Report in which they "express their satisfaction and their wish to develop together a universal educational resource available for the whole of humanity, to be referred to henceforth as Open Educational Resources."

ICDE Chairs

The ICDE Chairs Scheme is relaunched from March 2021. It opens up for nominations of Chairs from ICDE member institutions for a variety of topical areas and fields of expertise within Open, Flexible and Distance Learning (OFDL). The main purpose is to attract academic expertise from all parts of the world, and leverage on global research relevant for ICDEs prioritized strategic areas.

On 2 March, ICDE participated in a panel discussion called “Taking OER to the Next Level: European Network for Catalysing Open Resources in Education” at the Open Education Week 2021 (OEW21), as part of ICDE member European Distance and E-learning Network’s (EDEN) webinar series.

Applications from active ICDE members (paid Institutional, Individual or Student members) are welcome. Eligible candidates would be academic experts in open and distance education an OER. Selected applicants will be appointed ICDE Ambassadors for OER for a period of 2 years, with the possibility of renewal for another 2 years period.
